Abstract

While operating under established development strategies, programs, and goals, the national economy inevitably experiences regular fluctuations with alternating expansion and contraction. When the market mechanism alone cannot fully adjust it, an intervention is necessary, i.e., macro-adjustment of the national economy. In this way, the economic aggregates have been balanced, the overall structure has been continuously optimized, and the national economy has developed sustainably, rapidly, and steadily.
