German Enterprises’ Attempts at Labor Management System Reforms and Deployment of the Taylor System

Abstract

This chapter analyzes efforts to reform the labor management system from a comparative perspective with the United States. First, it considers the background of attempts to change the management system concerning the structural change of German capitalism beginning with the 1873 crisis in the late nineteenth century. Next, this chapter examines the emphasis on labor management reform. It also considers endeavors to separate the planning and execution functions by dividing the former foreman function and deploy the Taylor system in major industrial sectors. Based on these discussions, the significance and limitations of the labor management reform in this period are explored through comparison with phenomena in the US. The limitations in management reform determined by the peculiar conditions of the market, wage standards, and labor relations are clarified.
