Abstract

In the context of global institutional pluralism, technological diversity, and cultural differences, numerous new ventures heading to overseas markets face unprecedented challenges; even the process of domestic cross-regional entrepreneurship may encounter challenges brought about by cultural conflicts and differences in values. In the initial stage of digital economy legislation, how can digital rights be identified as factors of production? How can they be protected and assetized? Finally, how can firms participate in their distribution? The lack of relevant policies and regulations has created great obstacles for digital innovation and entrepreneurship. How to enable entrepreneurs to effectively “benefit from innovation” via “exclusivity” is a fundamental issue, and special attention should be paid to the mechanism of legitimacy theory in innovation-driven entrepreneurship. Legitimacy theory can be further enriched and even reconstructed by exploring the progress in entrepreneurship research and combining innovation-driven entrepreneurship theory with a legitimacy perspective.
