Abstract

The issue of persistent project delays, particularly in large-scale infrastructure initiatives is to be examined in the background of the typical scenario where most projects suffer from time and cost overruns. The analysis is supported by survey data from major Indian public sector organizations. The issue of the importance of realistic time estimation, advocating assess realistic project timelines is also to be examined. It needs adequate scheduling for statutory clearances, and the impact of compressed schedules on quality and cost. The contract conditions that often unfairly penalize contractors for delays while excusing clients underscores the need for balanced, reciprocal matching contract clauses. There is a need for early project sanctioning, timely permissions and pragmatic contract conditions and its execution to break the cycle of delays and cost overruns for ensuring efficient use of public resources is stressed.
