Abstract
The role of export diversification is akin to strong economic growth, as it helps mitigate risks associated with dependence on a limited number of markets or products. Therefore, it is crucial to discern the fundamental factors that influence the differences in export diversification among nations. This chapter chronicles CASA’s progress in diversification and explores policy alternatives aimed at enhancing export diversification and economic complexity. While CASA’s liberalisation trajectory has been associated with enhanced export diversification in specific countries, there remains significant potential for further diversification. Using Bayesian Model Averaging (BMA), this study looks at how the export diversification of CASA countries has changed over time. This analytical approach helps clarify which factors are most impactful, guiding future policy decisions for further diversification efforts. BMA assesses parameters in terms of their ability to elucidate diversity, all the while taking into account the uncertainties inherent in the model. The study delineates the significance of prioritising human capital development and mitigating trade barriers. Further policy domains encompass the enhancement of institutional integrity and the advancement of the financial sector. For exporters of commodities, the foremost impetus for diversification is the alleviation of trade barriers, succeeded by improvements in secondary education outcomes and the progression of the financial sector. Furthermore, in gauging export diversification and the intricacies of economic complexity, the findings suggest four components—factor quality and cost, technological efficiency, regulation and frameworks, along with additional structural elements—that intrinsically foster export diversification within CASA nations. As a result, it puts forth a framework for contemplating feasible strategies within CASA. This framework highlights the importance of addressing various interconnected factors to enhance export diversification. Other factors, such as a robust financial environment, the integration and funding of digitalisation within infrastructure development, and improvements in educational quality and investment rates, also compound export diversification. Therefore, CASA needs to allocate resources towards infrastructure, education, and research and development (R&D), encourage financial institutions to extend credit to productive enterprises and foster an environment of trade openness.
