Navigating the Impact of Trade Facilitation Corridors on Trade Dynamics: Insights and Policy Options for Selected CASA Countries

Abstract

In deciding the relevance of trade corridors and their impact on trade dynamics, this chapter evaluates the linkage and impact of trade facilitation indicators (TFIs) on trade flows in the Central Asia and South Asia (CASA) regions by focusing on the Central Asia Regional Economic Cooperation (CAREC) economic and transport corridor. This study employs an augmented gravity model that combines TFIs and a Corridor Performance Measurement and Monitoring database to introspect the nexus (linkage and impact). Despite cross-country differences, the improvements in TFIs along CAREC corridors generally show a positive impact. The study finds transaction delays, ineffective information dissemination, prolonged physical inspections, insufficient collaboration, and time-consuming administrative and customs procedures as impediments to optimal trade performance. The study suggests that trade facilitation reforms—including the institutional and organisational development of border agencies, modernised information and data sharing procedures, and effective capacity-building techniques—will reduce cross-border trade barriers, enhance regional coordination, and further promote the development of transport corridors. The findings reveal that trade facilitation indicators in the CAREC corridors demonstrate a positive impact, significant challenges related to trade cost, volumes and inbound and outbound flows, and policy implications for strengthening trade facilitation. This chapter delineates the imperative for improved trade facilitation among CASA and presents customised policy enactments.
