Abstract

In recent years, financial inclusion—measured by access to, usage of, and quality of financial products and services—has improved markedly across nations and regions. Yet, in many developing economies, significant disparities persist, particularly along lines of gender, age, income, education, and occupation. These inequalities not only hinder inclusive growth but also exacerbate vulnerabilities in countries already exposed to economic shocks and climate-related risks, owing to fragile institutional, regulatory, and social frameworks. Drawing on data from the World Bank’s Global Findex Database (2011–2025), this chapter explores these persistent gaps and the urgent need for targeted solutions. It is argued that developing economies must adopt innovative policy approaches, ranging from strengthening digital infrastructure and expanding access to tailored financial services to promoting financial literacy and institutional resilience. Such strategies are essential not only to bridge the financial inclusion divide but also to enhance adaptive capacity and resilience in the face of growing climate and economic challenges.
