Abstract

The nationalist and separatist movement in Pakistan’s Balochistan poses great security and political risks to the construction of China-Pakistan Economic Corridor (CPEC). Pakistan’s fiscal system impacts on the development of this movement significantly, because it remained extremely unfair to Balochistan from 1974 to 2009. Moreover, the insufficient political representation of Baloch people over the same period was another important reason for the widespread movement. Although the implementation of the 2010 fiscal reform plan eased the tension of separatism to a certain extent, but it did not radically change the contradiction between the Baloch people and the federal government. In order to promote the implementation of CPEC, it is essential to further deepen the fiscal reform in Balochistan and reduce the threat posed by the movement.
