Abstract

Zusammenfassung Die Vergabe von Sozialdienstleistungen an Dritte ist in China zum wichtigsten Ansatz für die Erbringung von Sozialdienstleistungen geworden. In diesem Kapitel werden die Vor- und Nachteile der Vertragspraktiken Chinas für seine Nichtregierungsorganisationen kritisch analysiert. Infolge der chinesischen Politik der Auftragsvergabe haben sich mehr NROs niedergelassen und bieten mehr Dienstleistungen an. Auf der anderen Seite müssen die NROs zusätzliche Arbeit leisten, die nicht in den Dienstleistungsverträgen aufgeführt ist, da die lokalen Regierungen sie als offizielle Vertreter behandeln. Darüber hinaus neigen NROs dazu, sich auf die Erbringung von Dienstleistungen zu konzentrieren, anstatt sich mit Menschenrechtsfragen zu befassen, weil sie befürchten, weniger Chancen auf Regierungsaufträge zu haben. Im Rahmen der Politik der Auftragsvergabe für soziale Dienstleistungen ist die chinesische Regierung in der Lage, die Beiträge der NROs zur Wohlfahrt zu erhöhen, schränkt aber deren politische Aktivitäten ein.
