Abstract

Developing the rule of lawRule of law is strategically vital. It is the core of China’s deepening reform, the key pivot of reform in other fields, and the cornerstone of the modernization of China’s state governance system and capacity. The key to defining and clarifying the governance boundaries between government and the market and between government and society lies in defining the boundaries between government functions and powers; this is what provides a nation with inclusive economic institutionsInclusive economic institution; the state capacityState capacity to plan and implement policies and laws clearly and transparently; and inclusive and transparent social governance under democracy, the rule of lawRule of law, fairness, and justice.
