Assessment of Trends in Financial Indicators of State Support for the Agricultural Sector in the Context of Integration Interactions

Abstract

The agricultural sector of the economy plays a significant role in ensuring the food independence of the state. In the context of integration and international competition, risks and dangers for the stable development of the Russian agricultural sector of the economy are growing significantly. Therefore, a radical work of agricultural production is possible only with active assistance from the state at the national and regional levels. The creation of criteria for the sustainable development of agricultural lands, forcing the growth rate of the size of agricultural production on the basis of increasing its competitiveness must represent the most important course of the country's agrarian financial policy. The purpose of this topic is to activate financial indicators of state support for the agricultural sector in the context of integration processes. The scientific interest of the study is innovative financial instruments in the mechanism of development of the agricultural sector. For the evidence base of the study, official data from the Bank of Russia, the Ministry of Agriculture of the Russian Federation, data from the financial statistics of the EAEU were used. It is concluded that the main problem in the study area is insufficient funding for this segment. The authors prove that the mechanism for increasing subsidies for insurance premiums against the risk of loss or death as a result of emergencies, the formation of sufficient insurance reserves within the framework of the association of insurers; development of additional programs and tools for agricultural insurance, considering segmentation, leasing, concessional lending, are necessary.
