China’s Participation in Energy Cooperation with Russia in the Arctic

Abstract

Russia’s hydrocarbon development activities in the Arctic have always been closely connected with its foreign partners’ involvement in energy projects. Foreign companies have been acting as providers of either financial capital, advanced technologies, equipment, or services. Until roughly 2013, in developing energy partnerships in the Arctic, Moscow has prioritized Western companies, which were seen as valuable technological partners with unique competences. This chapter traces the change in composition of Russia’s Arctic energy partnerships manifested in more Asian parties—and specifically China—to get involved in the implementation of hydrocarbon projects in the Russian Arctic. The chapter also discusses China’s interests in joining Russian Arctic energy projects and priority areas for such cooperation, emphasizing LNG projects as a focus area for Beijing. It analyzes the experience of Russia–China cooperation within the Yamal LNG and the Arctic LNG 2 projects and identifies the deliverables which China has received being a part of these projects.
