Abstract

The article deals with the problem of non-Arctic states’ participation in the Arctic Council, as well as the development of the Arctic. The author examines the history of the Arctic Council from its creation, its structure, its composition, and the status of various categories of participants as well as their participation in the work of various bodies of the Council. The article examines both the legal documents dealing with the Arctic Zone adopted by non-Arctic states (China, the Republic of Korea, Japan, Great Britain, Germany, the European Union, etc.) and the steps by non-Arctic states to take part in the work of the Arctic Council and the development of the Arctic (scientific research, development of deposits, infrastructure development, etc.). The author considers the participation of non-Arctic states in the development of the Arctic with a bias toward the issues of interaction between the non-Arctic countries and the Russian Federation.
