African Governments’ Enabling (or Constraining) Influence on Special Economic Zone Investment by the Chinese

Abstract

The dichotomous impact that African governments can have on the success of Special Economic Zones in attracting investment and thus contributing to sustainable development is considered in this Chapter. A number of conditions are considered with reference to the Chinese Special Economic Zone Model, with application to findings in Ethiopian, Zambian and Nigerian Special Economic Zones. These include political leadership commitment to Special Economic Zones; political stability, security and safety; government policy; levels of corruption; infrastructural provision; service delivery; and ease of business. A case study on infrastructural support for the Coega Special Economic Zone in South Africa is also presented. The Chapter concludes with a reflection on the Pillars and Protocols in place from an African governance perspective.
