Accelerate the Building of New Rural Communities to Facilitate Coordinated Modernization Development in a Scientific Manner

Abstract

In September 2011, China’s State Council issued the Guidelines on Boosting Henan Province to Accelerate the Building of the Central Plains Economic Zone, which upgraded the Central Plains Economic Zone as a national strategy. As the Guidelines put forward: “Actively explore the path of development with coordinated Three Modernizations, namely, new urbanization, new industrialization and new agricultural modernization without compromising agriculture, food, ecology and environment, which is the core task of building the Central Plains Economic Zone.” The follow-up Ninth Party Congress of Henan Province proposed to orient the coordinated Three Modernizations with new urbanization by emphasizing the strategic and basic role of new rural communities and pointed out that “new rural community construction is the binding point for coordinating urban-rural development, the starting point for urban-rural integration and the growth point for rural development.”
