Abstract

China’s urbanization will be carried out at five levels: The first is to build global cities such as Beijing and Shanghai; the second is to develop regional large-scale central cities such as Nanjing, Tianjin and Wuhan, etc.; the third is to develop central cities that can promote provincial economic development and significantly influence the surrounding provinces based on the provincial capital cities; the fourth is to build key local cities in the province with as the economic center; the fifth is counties and towns, i.e. the basic level of urbanization which plays a critical role in transferring rural population to urban areas. The so-called new urbanization refers to “local urbanization”. Geographically, community building is based on the infrastructure and conditions of local rural areas.
