Innovation and Reflection on Rural Land Transfer System—A Case Study of Suizhou City, Hubei Province

Abstract

The land transfer in Suizhou City has gradually changed from decentralized, small-size and inter-neighborhood pattern to holistic, bulk and inter-regional pattern; from the initial subcontracting between households to large-household leasing and contiguous-land leasing; from the initial uncultivated land to a full range of forest land, fish ponds and four kinds of deserted land (deserted mountains, grooves, hills and beaches). The transfer scale has been expanded from several dozens to thousands of acres and the transfer region has been expanded from villages and groups to inter-administrative areas. According to statistics, in 2007, there was 11,000 mu of land transferred in Suizhou City. In 2011, such an area reached 237,900 mu. The land transfer scale in the past five years increased by 20 times and it is multiplying year-on-year.
