30 Years of Transformation: A Comparative Assessment

Abstract

The main objective of this chapter is to present a critical review of public administration reform experiences—with an emphasis on public service transformation and development—in the fifteen post-Soviet republics in order to grasp the range and depth of change that has taken place in the course of a generation. Another equally important objective is to discern, from the analysis, those factors and other variables that seem to be particularly relevant to the trajectory each country has followed, as well as the pace and scope of transformation and development of its governance and public administration, and its public [civil] service. The goal is to draw potentially valuable lessons from the cumulative experience of the post-Soviet republics on public administration and civil service transformation for academics and practitioners.
