Impediments in the Functioning of SFCs and Good Practices

Abstract

There are many hindrances in the smooth functioning of SFC in India. Deficiencies in local fiscal data, inconsistent methodologies of various SFCs, poor response by the state governments on SFC reports, non-synchronization with union finance commission, indefinite tenure of SFCs, qualifications of SFC members, composition of SFCs, delayed constitution of SFC, extraneous contents and unordered presentation of SFC reports are key factors impending the smooth operation of SFCs. The chapter also presents an assessment of the good practices adopted by various states in the working of SFCs. Based on these parameters states have been ranked according to the score they secured in aggregate.
