Abstract

Despite the growing policy focus on infrastructure, the sector continues to face many challenges characterized by implementation and financing risks. First, infrastructure as a business requires sufficient land for developing the project. However, regulatory frameworks around land acquisition, environmental clearances and tax regulations continue to be unclear, especially in many emerging economies where the need for infrastructure capacity creation is even more dire. In the words of a project developer engaged in developing toll roads in India.
