Abstract

This chapter reviews the use of cost (and output) benchmarking within the economic regulation of the water sector in the EU. Unlike other utility sectors, such as energy, economic regulation and benchmarking is not yet widespread across the water sector. However, where cost benchmarking is used, we review the approaches taken by water regulators, setting out the key steps in the process and the issues that have been raised with the approaches taken. Given the longer history of such benchmarking in England and Wales and the fact that its framework has been used by other water regulators, we initially focus on England and Wales before covering some other examples of cost benchmarking across Europe. We finish by considering potential areas for future development.
