Abstract

Samenvatting De zorgsector kampt met een structureel tekort aan verpleegkundigen door een toenemende zorgvraag en een dalend personeelsaanbod. Deze krapte vraagt zowel om doelmatiger inzet van personeel als om gericht beleid op behoud en ontwikkeling van zorgprofessionals. Capaciteitsmanagement speelt hierin een sleutelrol: het omvat meer dan planning en formatie alleen, en richt zich op de strategische afstemming tussen zorgvraag, personeelscapaciteit en HR-beleid. Binnen dit kader biedt strategische personeelsontwikkeling (SPO) een gestructureerde aanpak om knelpunten, zoals verzuim, verloop, skillsmix en inzetbaarheid, inzichtelijk te maken. Op basis van deze inzichten kunnen gerichte interventies worden geformuleerd ter bevordering van werkplezier, ontwikkelruimte en duurzame inzetbaarheid. In dit hoofdstuk wordt toegelicht hoe SPO, via een vijfstappenmodel, toegepast wordt binnen een ziekenhuiscontext. Daarbij wordt de vertaalslag gemaakt van data-analyse naar concrete actieplannen, met behoud van verpleegkundigen als centrale doelstelling. SPO blijkt hiermee niet alleen een analysetool, maar ook een strategisch instrument dat zorgorganisaties helpt om personeelsbeleid toekomstgericht, wendbaar en verbindend vorm te geven.
