Abstract

Samenvatting Voor een zorgorganisatie is grip op de inzet van personeel een belangrijke voorwaarde voor succes, zeker in de huidige tijd van structurele personeelstekorten in de zorg. Professionele personeelsplanning vereist van de organisatie dat deze vastlegt welke belangen de planning dient. De vertaling hiervan naar doelstellingen en betrokken stakeholders bepaalt de kaders waarbinnen personeel op een doeltreffende manier kan worden ingezet. De vastgelegde visie vormt het fundament voor het beleid, de inrichting van de organisatie en keuzen rond flexibiliteit. Op basis hiervan kan de planning op een integrale wijze worden aangepakt. Het framework dat in dit hoofdstuk wordt geïntroduceerd, is de planningsschijf van zes. Daarnaast wordt het workforce management-volwassenheidsmodel gepresenteerd, waarin op zestien thema’s binnen de personeelsplanning wordt vastgesteld wat het gewenste doelniveau is. Dit model biedt inzicht in de veranderafstand van de organisatie en helpt bij het bepalen van realistische ontwikkeldoelen.
