Abstract

Samenvatting De inzet van verpleegkundigen moet in balans zijn met de zorgvraag, waarbij niet alleen het aantal verpleegkundigen van belang is, maar ook hun expertise, ervaring en werkomstandigheden. Het bepalen van een adequate inzet is complex door de variabiliteit in vraag en aanbod en de beperkte meetbaarheid van het verpleegkundige werk. Traditionele methoden schieten hierin tekort. Daarom wordt het deskundige oordeel van verpleegkundigen steeds meer gezien als de gouden standaard. De Nurse Perceived Adequacy of Staffing Scale (NPASS) is een betrouwbaar, valide en praktisch toepasbaar instrument om dit oordeel systematisch te meten. Het instrument zorgt ook voor verpleegkundig zeggenschap in capaciteitsmanagement. Daarmee wordt verpleegkundig capaciteitsmanagement een strategisch instrument voor toekomstbestendige ziekenhuiszorg. Het voorbeeld van het Rijnstate Ziekenhuis laat een samenhangende inrichting van capaciteitsmanagement op strategisch, tactisch, operationeel en realtime niveau zien, waarin data en professioneel inzicht samenkomen. Er wordt gebruikgemaakt van voorspellingsmodellen, een centraal roosterbureau en zelfroostering. Flexibiliteit, communicatie over planningswijzigingen en het benutten van aanwezige kennis op de werkvloer zijn cruciaal voor het beheersen van de variabiliteit en het vergroten van de leverbetrouwbaarheid van de zorg.
