Abstract

Samenvatting Elke afdeling staat voor de uitdaging om dagelijks voldoende personeel in te zetten om goede zorg te kunnen leveren, om te voorkomen dat patiënten geweigerd moeten worden, maar ook om niet te veel personeel in te zetten, waardoor onnodige kosten gemaakt worden. Met andere woorden: we streven naar een voortdurende balans tussen twee elementen: werklast en personeelsaanbod. Om dat op alle dagen van het jaar te realiseren, is geen eenvoudige opgave, want beide elementen zijn onderhevig aan een grote mate van variatie. In dit hoofdstuk introduceren we de jaarurensystematiek (afgekort: JUS) als een flexibiliteitsstrategie om beide elementen meer met elkaar in balans te krijgen. We doen dat door uit te gaan van een vooraf vastgesteld aantal te werken uren per jaar in plaats van een aantal te werken uren per week. Aan de hand van voorbeelden lichten we het gebruik in de praktijk toe.
