Abstract

Samenvatting De vraag naar patiëntenzorg in ziekenhuizen kent aanzienlijke variabiliteit en is vaak lastig te voorspellen. Deze onvoorspelbaarheid vormt een uitdaging voor het organiseren van zorg en staat geregeld op gespannen voet met het streven naar efficiëntie. Het tijdig herkennen van variabiliteit is daarom essentieel. Door variabiliteit waar mogelijk te reduceren of op te vangen, kan de organisatie van de zorg worden verbeterd. Een beproefde aanpak om met deze onzekerheid om te gaan is het creëren van flexibiliteit binnen de bestaande personele capaciteit. Dit hoofdstuk beschrijft strategieën om personeelsplanning flexibeler te maken met als doel zo efficiënt mogelijk in te spelen op fluctuaties in de zorgvraag. Daarbij ligt de nadruk op praktische toepassingen binnen de capaciteitsplanning van het personeel, aangezien personele inzet doorgaans het grootste aandeel vormt in de zorgkosten. Belangrijk hierbij is de constatering dat niet alle verpleegkundigen flexibel inzetbaar hoeven te zijn om effectief met variabiliteit om te gaan. Door gerichte inzet van flexibiliteit op de juiste plekken in het zorgproces kan met een relatief beperkte flexibele schil toch een robuuste en responsieve personeelsplanning worden gerealiseerd.
