Abstract

In this paper a concrete e-government approach regarding a business process optimization in a German road traffic licensing department is presented. The focus is on the optimization of the business processes from an organizational point of view and on the efficient use of suitable IT-systems according to an integrated, cross-departmental execution of requests. Therefore, a typical business process from the scope of duties of a large German drivers and vehicles licensing authority is modelled and analyzed via the ARIS Design Platform. In the context of a combined G2C and G2G approach the business process finally undergoes a comprehensive reorganization. The business process resulting from this reorganization is tested via simulation using real process data as well as randomly generated problem instances. Following the results of the simulation, the suggested e-government approach offers a considerable reduction of the process turn-around times as well as a significant reduction of the process costs.
