Abstract

Zusammenfassung Allgemein beschreibt das Rating die Bewertung eines Objekts mit anschließender Zuordnung zu einer Güteklasse in Form eines Symbols (Schmidt 1997). Bekannt geworden sind Ratings im Bereich des Geld- und Kapitalmarktes (Credit Rating). Dort sind sie weit verbreitet und dienen Anlegern und Investoren als Hilfe bei Investitionsentscheidungen, indem sie die Wahrscheinlichkeit vertragsgemäßer Erfüllung von Zins- und Tilgungsverpflichtungen aus Schuldverschreibungen und anderen Zahlungsverpflichtungen in standardisierter Weise einschätzen (Bonitätsurteil) (Mühl 2010). Der Anwendungsbereich von Ratings ist darauf jedoch nicht begrenzt. Seit einiger Zeit werden auch gesetzliche Krankenkassen und deren Leistungen von spezialisierten Ratingagenturen bewertet (Insurance Rating). Diese Bewertungen werden als Gütesiegel – zumeist in Form eines prägnanten Ratingsymbols (Notation) – von den Krankenkassen verwendet, um ihre Leistungsfähigkeit und Finanzkraft zu kommunizieren, insbesondere gegenüber ihren bestehenden und potenziellen Mitgliedern und Versicherungsnehmern, Vertragsärzten, Krankenhäusern sowie Pharmakonzernen.
