Abstract

Zusammenfassung Vor dem Hintergrund der Wirtschaftskrise sanken im Jahr 2009 sowohl das Verkehrsaufkommen (t) als auch die Verkehrsleistung (tkm) um ca. 9,9 %. Dabei waren – mit Ausnahme der relativ unbedeutenden Kohletransporte – sämtliche Güterbereiche betroffen. Besonders ausgeprägt waren die absoluten Rückgänge bei den grundsätzlich wachstumsstarken, aber auch sehr außenhandelsabhängigen Halb- und Fertigwaren. Für das Jahr 2010 wird nach der aktuellen Kurzfristprognose des Bundesverkehrsministeriums wieder mit einem erheblichen Wachstum gerechnet. Während für das Verkehrsaufkommen ein Wachstum von ca. 6 % prognostiziert wird, wird davon ausgegangen dass die Verkehrsleistung um ca. 10 % zunimmt. Dabei resultiert die unterschiedliche Entwicklung bei t und tkm nicht nur aus den steigenden Transportweiten innerhalb der Güterbereiche. Hinzu kommen Verschiebungen zugunsten entfernungsintensiver Gütergruppen. Insgesamt wird die Verkehrsleistung nach dieser Prognose zum Ende des Jahres 2010 schon nahezu die Werte von 2008 erreichen – eine zu Beginn des Jahres noch kaum vorstellbare Prognose (Intraplan/Ratzenberger 2010d, S. 26ff., Bauer 2010, S. 22f.).
