Abstract

Zusammenfassung E-Government ist in den vergangenen zehn Jahren fester Bestandteil der Verwaltungen weltweit geworden, als prägendes Element der IT und der Organisation sowie als Leistungsversprechen gegenüber den Verwaltungskunden, aber auch gegenüber den Verwaltungsmitarbeitern; obwohl E-Government bereits vor vier Jahren für tot erklärt und in zahlreichen Publikationen und auf Konferenzen sowie Kongressen als überholt bezeichnet wurde. Hinter diesen Erklärungen standen eine IT-Wirtschaft, immer auf der Suche nach dem nächsten Attribut für eine neue, umsatzsichernde Produktgeneration, und eine Verwaltungswissenschaft mit dem Versuch, frühzeitig die nächsten relevanten Forschungsthemen für ihre Publikationen zu sichern. Dabei wurde leicht übersehen, dass E-Government sich von einer vorgeblichen Modeerscheinung zu einer tragenden Säule in der Verwaltungsorganisation entwickelt hat.
