Abstract

Zusammenfassung Deutschland befindet sich in Sachen E-Government grundsätzlich auf einem guten Weg. Das liegt unter anderem daran, dass sich Politik und Verwaltung zunehmend von alten Zöpfen trennen und den Herausforderungen der Verwaltungsmodernisierung mit neuem Denken und neuen Konzepten begegnen. Das oft kritisierte „kleinstaatliche“ Denken macht Platz für ganzheitliche Betrachtungen und gemeinschaftliche Konzepte. Kollaboration über die Grenzen von Organisationseinheiten hinweg gehört in der globalen Wirtschaft von heute zum Alltag und gewinnt im öffentlichen Sektor zunehmend Terrain. Das betrifft die Kommunen, die Länder, den Bund und auch die Staaten untereinander. Nur durch das Bündeln von Ressourcen und Kräften über verschiedene Organisationen und Ebenen hinweg wird die Verwaltung den heutigen und kommenden Herausforderungen gewachsen bleiben. Allianzen und andere Formen der Kollaboration helfen der öffentlichen Hand, Ressourcen der Informations- und Kommunikationstechnik (engl. kurz ICT) effizient und kostensparend zu nutzen.
