Abstract

Zusammenfassung Durch die Art, wie die Städte und Gemeinden ihre Aufgaben erfüllen, beeinflussen sie grundlegende soziale und wirtschaftliche Entwicklungen eines Landes. Umgekehrt sind sie aber auch der Seismograph gesellschaftlicher Veränderungen. Das 21. Jahrhundert ist dominiert durch die Informations- und Wissensgesellschaft - von Jahr zu Jahr in einer immer deutlicheren Ausprägung. Wie wir leben, arbeiten, uns bilden und unsere Freizeit verbringen wird dabei immer stärker durch das Internet bestimmt. Diese Entwicklung macht auch vor Staat und Kommunen nicht halt. Sie fordert die öffentliche Verwaltung heraus. Gleichzeitig bietet sie ihr aber auch große Chancen.
