Grundzüge für eine deutsche E-Government-Strategie

Abstract

Zusammenfassung Die Entwicklung der ersten nationalen E-Government-Strategie begann in Deutschland im Herbst 2008. Am 9. und 10. Oktober eröffneten 80 Teilnehmerinnen und Teilnehmer aus Bund, Ländern und Gemeinden auf dem ersten Deutschland-Online Kongress in Berlin die Debatte um die weitere Entwicklung des E-Government bei Deutschland-Online. Die Ergebnisse ihrer Diskussion über mögliche Strategieansätze und die dazu notwendigen Schritte hat kurz darauf die Arbeitsgruppe „IT-basierte öffentliche Dienste – E-Government“ (kurz: Arbeitsgruppe 3) des IT-Gipfels aufgegriffen. Die Mitglieder dieser Arbeitsgruppe – hochrangige Vertreter aus Politik, Verwaltung, Wirtschaft sowie Wissenschaft - sahen ebenfalls die Notwendigkeit einer nationalen Strategie als gemeinsames Dach für das deutsche E-Government. Daher hatten sie im Vorfeld des dritten IT-Gipfels 2008 in Darmstadt eine Publikation zusammengestellt, die das Potenzial einer integrierten E-Government-Landschaft für alle staatlichen Ebenen in Deutschland aus verschiedenen Blickwinkeln erläutert.
