Abstract

Zusammenfassung Der Arbeitsmarkt ist kein Ort im klassischen Sinn, sondern ein institutionell eingebettetes Beziehungsgefüge zwischen Individuen, Unternehmen und Staat. Hinter dem Arbeitsangebot stehen Personen, die ihre Arbeitskraft zur Verfügung stellen – mit unterschiedlichen Qualifikationen, Präferenzen und Zwängen. Hinter der Arbeitsnachfrage stehen Unternehmen, die Arbeitskraft nachfragen, um Güter und Dienstleistungen zu produzieren. Dazwischen wirken Institutionen wie Tarifparteien, Bildungssysteme, Sozialversicherungen oder arbeitsrechtliche Regelungen, die bestimmen, unter welchen Bedingungen Arbeit angeboten und nachgefragt werden kann. Und auch die Menschen in Arbeitslosigkeit beschreibt keine homogene Gruppe. Mit anderen Worten: Der Arbeitsmarkt ist ein komplexes, mehrschichtiges System sozialer und ökonomischer Beziehungen, in dem individuelle Entscheidungen immer im Kontext institutioneller Strukturen getroffen werden.
