Abstract

ZusammenfassungIn den kommenden Jahren werden in den europäischen Verwaltungslandschaften zahlreiche Projekte entstehen, die den Einsatz von Künstlicher Intelligenz bei der Erbringung von Verwaltungsleistungen, in Behördenverfahren oder innerhalb von Förderprogrammen erproben. In einigen Bereichen wird dabei auch eine länderübergreifende Zusammenarbeit erforderlich sein, da bestimmte Prozesse grenzüberschreitend abgewickelt werden müssen. Alle beteiligten Akteure sehen sich dabei mit ähnlichen Ausgangsbedingungen und Herausforderungen konfrontiert. Ausgehend von zu schaffenden KI-Strategien ist es notwendig, Führungskräfte gezielt im Umgang mit der neuen Technologie zu stärken. Gleichzeitig müssen bestehende Vorbehalte innerhalb der Organisation abgebaut werden, z. B. durch den gezielten Einsatz neuer Berufsbilder wie KI-Trainer oder Datenethikbeauftragte. Auch Pilotprojekte in Zusammenarbeit mit externen Experten sowie eine verstärkte Kooperation über Organisations- und Verwaltungseinheiten hinweg spielen eine zentrale Rolle für eine erfolgreiche Umsetzung. Kap. 8 greift diese Fragestellungen auf und liefert konkrete Antworten und Lösungsansätze in den genannten Handlungsfeldern.
