Abstract

ZusammenfassungDie Erwartungen der politischen Entscheidungsträger und der obersten Verwaltungsführung an die Digitalisierung sind meist ausgesprochen hoch. Sie erhoffen sich Beschleunigung, Kosteneinsparungen, Effizienzsteigerungen, Vereinfachung, Bürokratieabbau, Modernisierung und eine bessere Unterstützung der Sachbearbeitung. Besonders große Hoffnungen werden dabei in die Technologie der Künstlichen Intelligenz gesetzt. Im operativen Bereich und in der Linienorganisation hingegen überwiegen häufig Vorbehalte und Unsicherheiten. Die bisherigen Erfahrungen der Mitarbeiter mit Digitalisierungsprojekten haben deutlich gezeigt, dass viele der ambitionierten Erwartungen (zumindest derzeit) kurzfristig nicht realisierbar sind. Dieses Kapitel beleuchtet die häufigsten Argumente der Führungsebene und liefert fundierte Erklärungen dafür, warum die angestrebten Ziele in der alltäglichen Verwaltungspraxis oft nur schwer oder gar nicht kurzfristig umgesetzt werden können.
