Abstract

Zusammenfassung In den kommenden Jahren wird es in den Verwaltungslandschaften Europas zahlreiche Projekte zur digitalen Transformation von Verwaltungsleistungen, Verfahren und Förderprogrammen geben. In vielen Fällen wird auch eine länderübergreifende Zusammenarbeit notwendig sein, da bestimmte Prozesse grenzüberschreitend abgewickelt werden müssen. Dabei stehen die beteiligten Akteure vor vergleichbaren Ausgangslagen und Herausforderungen. Im folgenden Kapitel werden die aus langjähriger Praxiserfahrung gewonnenen Problemfelder aufgezeigt und dazu passende Lösungsansätze vorgestellt. Die Darstellung beginnt mit den strategischen Aufgaben auf der Führungsebene und beleuchtet anschließend die inhaltlichen, organisatorischen und technischen Herausforderungen, die in diesen Projekten auftreten und gemeistert werden müssen. Abschließend werden konkrete Vorschläge für praxiserprobte Arbeitsmethoden und Formate präsentiert, die die tägliche Projektarbeit effektiv unterstützen können.
