Abstract

Zusammenfassung Jede Verwaltung ist als Organisation ein soziales System. Um eine ganzheitliche Organisationsentwicklung anzustreben, ist es unerlässlich, sich mit dem systemischen Denken und den Störungen im System auseinanderzusetzen. Oftmals werden Störungen im System nicht als solche erkannt. In der Folge werden Prozessoptimierungen und Organisationsuntersuchungen durchgeführt, die jedoch nicht immer den erhofften Erfolg bringen. Die entscheidenden Ansatzpunkte für eine Weiterentwicklung liegen oft auf der kulturellen und der organisationalen Ebene des Systems. Um ein System zu verstehen, ist es erforderlich, sich mit Komplexität auseinanderzusetzen und zu akzeptieren, dass Lösungen für Probleme oft nur eine kurzfristige Wirkung haben. Die eigentlichen Ursachen können tief im System liegen und nur dort behoben werden. In diesem Kapitel werden Störungen behandelt, die in Verwaltungen häufig auftreten. Zudem werden Denkanstöße gegeben, wie mit diesen Störungen umgegangen werden kann.
