Abstract

Zusammenfassung Das Kapitel hebt die Dringlichkeit für Verwaltungen hervor, sich in einer zunehmend komplexen Welt anzupassen. Dabei wird Resilienz als entscheidende Fähigkeit betont, um Krisen nicht nur zu überstehen, sondern gestärkt daraus hervorzugehen. Für den Aufbau von Vertrauen bei Bürgerinnen und Bürgern müssen Verwaltungen partizipative Prozesse fördern, um besser auf die Bedürfnisse der Menschen einzugehen. Ein Hauptanliegen des Kapitels ist die Kluft zwischen Politik und Gesellschaft. Bürgernahe Verwaltungen, die mit flexiblen, lernenden Prozessen arbeiten, können helfen, dieses Vertrauen zurückzugewinnen und den Wandel aktiv mitzugestalten. Das Kapitel beschreibt vier Leitlinien: Bewusstsein schaffen, Kompetenzen fördern, Orientierung bieten und Netzwerke nutzen. Diese Ansätze sollen Verwaltungen befähigen, agil und nachhaltig auf die dynamischen gesellschaftlichen Anforderungen zu reagieren. Nur durch Beteiligung und Transparenz kann die Verwaltung eine zukunftsfähige, unterstützende Rolle in der Gesellschaft einnehmen. Hierfür werden konkrete Ansätze und erste Schritte vorgestellt.
