Abstract

Zusammenfassung Die Umsetzung einer nachhaltigen Entwicklung ist sowohl eine inhaltliche Aufgabe als auch eine strukturelle Frage der Governance. Insbesondere auf kommunaler Ebene besteht dabei die Herausforderung, vom Wissen zum Handeln zu kommen, Entscheidungen kooperativ zu planen und umzusetzen sowie diese transparent zu vermitteln. Angesichts des Handlungsdrucks zur Erreichung der Globalen Nachhaltigkeitsziele bei Beachtung der planetaren Grenzen müssen im demokratischen System erprobte Instrumente für die Transformationserfordernisse genutzt werden. Ein integriertes, wirkungsorientiertes Nachhaltigkeitsmanagement in Kommunen setzt sich dabei aus den drei Elementen Nachhaltigkeitsstrategie, -haushalt und -berichterstattung zusammen. In diesem Beitrag werden diese zentralen Hebel als Prozesskette Nachhaltigkeit vorgestellt. Zudem wird die Rolle von Netzwerken als Wissensträger, Kommunikatoren und Multiplikatoren in der Begleitung und Umsetzung der Transformation sowie als Bestandteil eines auf Nachhaltigkeit ausgerichteten Steuerungsmodells erläutert.
