Abstract

Zusammenfassung Chinas Arbeitsmarkt entwickelt sich ebenso schnell wie Chinas Wirtschaft, sodass sich das Bildungsniveau der Bevölkerung verbessert und die Lohnkosten steigen. Allerdings beruht der Erfolg der Wirtschaft weiterhin auf den billigen Arbeitskräften, deren Arbeitsbedingungen von Diskriminierung und sozialer Immobilität geprägt sind. Aus der ländlichen Armutsflucht entwickelte sich die größte Migrationswelle der Geschichte. Diese wird von der Kommunistischen Partei Chinas zur Befriedigung des Marktes von billigen Arbeitskräften in den Städten genutzt. Jüngere Entwicklungen zeigen jedoch, dass der tertiäre Arbeitssektor zunehmend an Bedeutung für die Konkurrenzfähigkeiten der chinesischen Wirtschaft gewinnt. In den letzten Jahren sind besonders junge Menschen sowie Hochschulabsolventen überdurchschnittlich stark von Arbeitslosigkeit betroffen, während gleichzeitig ein demografischer Wandel hin zu einer alternden Gesellschaft und der Rückgang billiger Arbeitskräfte neue Herausforderungen schaffen. Zudem sorgt die Transformation zu einer stärker technologie- und dienstleistungsorientierten Wirtschaft für einen tiefgreifenden Strukturwandel am Arbeitsmarkt, der bestehende Ungleichgewichte verschärft. Insgesamt steht China vor der Aufgabe, verlässliche Datenerhebungen zum Arbeitsmarkt zu gewährleisten und nachhaltige Beschäftigungsstrategien für unterschiedliche Bevölkerungsgruppen zu entwickeln.
