Abstract

Zusammenfassung Das Nationale Statistikamt der VR China ist für das Sammeln, Auswerten und Herausgeben der volkswirtschaftlichen Daten zuständig. Seit Jahren wird neben der Inkonsistenz der Datensätze vor allem die Intransparenz in Bezug auf die verwendeten Methoden der Datengewinnung kritisiert. Am Beispiel der über Jahre beständigen Arbeitslosenquote sowie insbesondere der Jugendarbeitslosigkeitsquote in den vergangenen Jahren lässt sich zeigen, dass institutionelle und externe Faktoren Einfluss auf die öffentlichen Statistiken haben. Die Auseinandersetzung mit diesen Faktoren ist sinnvoll, um Zahlenwerte und ihre Bedeutung adäquat einzuordnen. Die VR China reformiert die Erhebungsmethoden und Statistiken immer wieder, um eine höhere Transparenz und Belastbarkeit zu erreichen: 2018 kam es zu einer Reform in der Messung der Arbeitslosenquote, die die seither gewonnenen Daten belastbarer macht. Die Judgendarbeitlosigkeitsstatistik wurde nach einem Rekordhoch 2023 reformiert, was viel Aufmerksamkeit, aber auch Kritik bei Wissenschaftlern und Medien erregte. 2023 wurde außerdem statistischer Betrug zu den Verstößen die Parteidisziplin zu den Vorschriften für Disziplinarmaßnahmen der KPCh hinzugefügt.
