Abstract

Zusammenfassung 2039 wird im EU ETS1 das letzte Emissionszertifikat ausgegeben. Doch damit hat der CO2-Preis in Europa nicht ausgedient. Zum einen werden bestimmte Wirtschaftsaktivitäten auch nach 2040 noch sogenannte schwer vermeidbare Restemissionen verursachen. Zum anderen muss nach Überschreiten des für die 1,5 °C-Grenze verfügbaren Emissionsbudgets in der Atmosphäre „aufgeräumt“ werden. In den Emissionshandel integrierte „Clean-up“-Zertifikate mit Entnahmeverpflichtung könnten für die Finanzierung von CO2-Entnahmen (Carbon Dioxid Removal) genutzt werden und so auch den Emissionsmarkt bei steigendem Dekarbonisierungsdruck stabilisieren. Und noch eine wichtige Aufgabe kommt der CO2-Bepreisung in der Zukunft zu: Das Instrument hat das Potenzial, die internationale Klimakooperation zu verbessern. Der CO2-Grenzausgleichsmechanismus (Carbon Border Adjustment Mechanism) der EU bewegt schon heute Handelspartner*innen dazu, ebenfalls die Einführung eines CO2-Preises zu erwägen. Einige Länder haben bereits in Reaktion auf die Ankündigung des EU-Mechanismus Schritte für den Aufbau oder die Anpassung nationaler Preismechanismen eingeleitet.
