Abstract

Zusammenfassung Dass steigende Energiepreise Regierungskrisen auslösen können, haben die massiven Proteste der Gelbwesten 2018 in Frankreich gezeigt. Die Sorge der Bürger*innen war nicht unbegründet, denn Energiepreissteigerungen durch CO2-Preise belasten einkommensschwache Haushalte in vielen Fällen überproportional. Angesichts der gesellschaftlichen Sprengkraft steigender CO2-Preise ist es notwendig, die Einnahmen aus der Bepreisung für den sozialen Ausgleich einzusetzen. Dafür gibt es verschiedene Möglichkeiten. Entscheidend ist, dass sowohl Belastungsschieflagen zwischen den Einkommensklassen als auch innerhalb einer Einkommensgruppe adressiert werden. Da viele Bürger*innen Kompensationszahlungen kritisch sehen, ist es außerdem wichtig, durch eine transparente, partizipative Kommunikation gesellschaftliche Akzeptanz für die Kompensation zu sichern.
