Abstract

Zusammenfassung In der Marktwirtschaft spiegeln Preise nicht immer die ökologischen Knappheiten wider. Fehlt dem Kohlenstoff das Preisschild, tragen nicht die Verursacher*innen, sondern Dritte die Folgekosten des Treibhausgasausstoßes. CO2-Steuern oder ein Emissionshandel können die Fehlsteuerung des Markts beheben. Doch obwohl die Bepreisung von CO2 es ermöglicht, die Klimaziele zu den gesellschaftlich geringsten Kosten zu erreichen, galt sie lange Zeit als politisch schwer umsetzbar. In Europa und Deutschland wurde diese Annahme 2005 bzw. 2019 mit Inkrafttreten der jeweiligen Emissionshandelssysteme widerlegt. Der EU gelang es sogar, sich inmitten der Energiekrise auf einen zweiten Emissionshandel zu einigen. Auch international wurden in den vergangenen zwei Jahrzehnten bereits etliche Varianten der CO2-Bepreisung eingeführt und immer mehr Regierungen bekunden ihre Absicht, entsprechende Systeme auf nationaler oder auf regionaler Ebene einzurichten.
