Abstract

ZusammenfassungEin grundlegendes methodisches Verständnis allein macht noch keine erfolgreiche Verwaltungsmodernisierung. Für die erfolgreiche Anwendung der Methode ist die Berücksichtigung einiger Rahmenprinzipien, die sich aus der jahrelangen Anwendung in der Verwaltungspraxis als kritisch erwiesen haben, förderlich. Diese Prinzipien umfassen neben grundlegenden Überzeugungen auch methodische Anforderungen. Ein zentrales Ziel der strukturierten Analyse ist es, Verwaltungsorganisationen als gestaltbare Systeme sichtbar zu machen. Zu oft werden Verwaltungen als statische, nur schwer veränderbare Gebilde wahrgenommen. Die systematische Analyse zeigt dagegen auf, dass auch komplexe Organisationen durchaus gestaltbar sind – wenn man die richtigen Hebel identifiziert und systematisch ansetzt.
