ZusammenfassungVerwaltungsmodernisierung scheitert nicht an mangelnden Konzepten oder fehlendem Willen – sie scheitert an der Art, wie wir an Veränderung herangehen. Was Verwaltungen heute brauchen, ist kein weiteres Reform-Programm, sondern eine Methode, die erst versteht, bevor sie verändert. Eine Methode, die Strukturen durchleuchtet, bevor sie Prozesse optimiert. Die Potenziale erkennt, bevor sie Ressourcen einsetzt. Bestenfalls handelt es sich um ein systematisches Analyse- und Transformationsmodell, das adaptiv einsetzbar und durch Praktiker einfach anwendbar ist.
