Abstract

Zusammenfassung Deutschland ist keine Nuklearmacht und sollte es nicht werden. Völkerrechtliche Bindungen aus dem Zwei-plus-Vier-Vertrag und dem atomaren Nichtverbreitungsvertrag stünden dem letztlich nicht im Wege. Denn sie sind unter der Prämisse eingegangen worden, dass uns andere beschützen. Da Deutschland ohne nuklearen Schutz nicht sicher sein kann, müsste es seinen Nuklearwaffenverzicht überdenken, sollten seine Verbündeten zu diesem Schutz nicht mehr bereit sein. Das stünde im Einklang mit dem Zwei-plus-Vier-Vertrag, in dem die vier ehemaligen Besatzungsmächte dem vereinten Deutschland seine volle innere und äußere Souveränität übertragen haben.
