Abstract

Zusammenfassung Dieser Beitrag untersucht die Optimierung der polizeilichen Führung in der Chaosphase von Terroranschlägen und lebensbedrohlichen Einsatzlagen. Neben einer Analyse der politisch motivierten Kriminalität in Deutschland und der EU wird der Hamas-Angriff auf Israel am 7. Oktober 2023 als Fallbeispiel betrachtet und mit polizeilichen Reaktionen in Deutschland und der EU verglichen. Der Angriff auf Israel stellte durch seine koordinierte Durchführung an mehreren Orten gleichzeitig eine besondere Herausforderung für Sicherheitskräfte dar. Die Untersuchung zeigt, dass Informationsmangel, unklare Feindbewegungen und verzögerte Reaktionszeiten typische Probleme in der Chaosphase sind. In Deutschland führte dieser Angriff zu einem signifikanten Anstieg antisemitischer Straftaten sowie zu verstärkten Sicherheitsmaßnahmen für jüdische Einrichtungen. Als Lösungsansätze werden optimierte Kommunikationsstrukturen, ein vernetztes Krisenmanagement sowie der Einsatz neuer Technologien wie Robotik, Augmented Reality und künstliche Intelligenz vorgeschlagen. Diese ermöglichen eine schnellere Lagebeurteilung und verbesserte Koordination der Einsatzkräfte. Die Implementierung dieser Strategien kann die polizeiliche Führung in der Chaosphase deutlich verbessern und auf aktuelle Bedrohungsszenarien in Deutschland und der EU übertragbar machen.
