Abstract

Zusammenfassung Nach anfänglich schleppend verlaufender Erwerbsaufnahme lässt sich ab Ende 2023 ein deutlicher Anstieg der Integration vertriebener Ukrainer:innen in die Arbeitsmärkte der EU konstatieren. Ende 2024 lag der Anteil der Erwerbstätigen bereits bei durchschnittlich 30 % bis 40 % (Tkalych et al., 2023; UNHCR, 2023; Kosyakova et al., 2024). Zwar ist die Arbeitsmarktintegration der ukrainischen Vertriebenen hinter den teils überzogenen Erwartungen im Jahr 2022 zurückgeblieben, die angesichts ihres durchgehend hohen Bildungsniveaus getroffen wurden. Jedoch sind ihre Erwerbsquoten unter Berücksichtigung, dass die Mehrheit der Vertriebenen Frauen mit (kleinen) Kindern sind (was ihre Vollzeitbeschäftigung erschwert), im Vergleich zur Erwerbstätigkeit von Frauen aus anderen Fluchtkohorten vergleichsweise hoch. So waren beispielweise nur rund 5 % aller erwerbsfähigen geflüchteten Frauen, die zwischen 2014 und 2017 vorrangig aus Syrien und Afghanistan nach Deutschland gekommen waren, zwei Jahre nach ihrer Ankunft erwerbstätig (Brücker et al., 2020). Obgleich die Datenlage zur Erwerbstätigkeit von Ukrainer:innen je nach Land erheblich variiert, lassen sich nach drei Jahren Krieg Beschäftigungstrends sowie regionale Unterschiede identifizieren (Abb. 8.1).
